Graft Allegation on Merapi Relief Fund
jpnn.com - MUNGKID – Rehabilitative relief fund for Merapi eruption in 2011 has left a problem. Based on Magelang Precinct Police investigation, it was found that there was graft allegation on the procurement of seed and fertilizers for Merapi victims.
Crime Division Chief of Magelang Precint Comr. Adj. Rendy Wicaksono said that his force has revealed the graft case and named a suspect. “One suspect was the director of CV Dwi Daya Utama (DDU), Salatiga native Sri Sumartini (43). The suspect was the partner of Regional Disaster Mitigation Agency (BPBD) who had won the tender for farming production tools procurement package after Mount Merapi eruption,” Rendy stated to Magelang Ekspres (JPNN Group) on Tuesday, December 15.
He explained that the suspect had won a tender contract worth Rp 2.5 billion from the central government grant in 2012. Financial loss suffered by the government reached Rp 800 million. “The graft committed by the suspect was by procuring things with qualities below the technical specs determined before,” he said.
Furthermore, the suspect also had made another contract with CV Sidoagung Magelang to make them procure the tools. In the auction, they even used fake documents for administrative purposes.
Based on the real contract with the government, the tender-winning company had to perform four packages procurement. They consist of two packages procurement: zallaca seed, organic and chemical fertilizers (NPK). “Biggest finding was from NPK fertilizer procurement as the chemical content was not the same with what had determined. It is known from the laboratory test conducted by an expert team from Surabaya,” he said further.
The fertilizer aid had been given to 55 farming groups. Some of them were in Srumbung, Dukun and Salam. Some farming group reported the problem to the police. “The farmers did not get positive effect from this aid. The fertilizer could not decompose in soil,” Public Relation chief of police Comr. Adj. Haris Gunardi added.
Meanwhile, Sri Sumartini, confessed that her company was only borrowed to join the tender auction as her company’s specialty was fertilizer procurement. “From the beginning, my company was borrowed with 2.5% compensation. But until now I have only received Rp 25 million,” she said.
In her confession, it was CV Sidoagung, her partner, which procured the packages. She said she knew nothing about the specs variance. “I didn’t know anything about the procurement but its fertilizer procurement was perfomed by PT Surya Agro Makmur from Boyolali,” she confessed.
